Creating a 'safe haven' in Afghanistan

Immediately following the 2002 hostilities in Afghanistan, many humanitarian organisations moved into the country to set up relief and reconstruction operations. To help them get operational more quickly, and more securely, Blue Sky set up a 'safe haven' for NGOs and media groups in Kabul.

Based in a hotel complex and adjoining compound, the centre provided secure facilities in the capital for humanitarian aid, governmental and international media organisations operating throughout Afghanistan.

Through this approach, Blue Sky were able to provide a range of 'pooled' support services to a disparate group of organisations, thereby improving coordination and liaison whilst concurrently removing duplication of support effort and reducing operating costs for the organisations concerned.

The range of services offered at the safe haven included:

. safe accommodation for agency personnel;
. secure parking and a loading bay for relief convoy and specialist vehicles;
. a 'ground truth' facility providing centralised and up-to-date information on the security situation, safe routes, danger areas etc;
. a single point of contact for liaison between humanitarian agencies, contact with host government, military forces and facilities companies;
. and security advice/pre-deployment safety briefings as required.
